What are Federal Programs?

It is essentially a collection of formula grants from the federal government that districts utilize for school personnel, projects, and other purchases.  Federal programs are a very important part of the overall budget a district and school utilize.  It is generally used to implement initiatives that improve student achievement in the areas of Reading, Writing, Math, and Science.  This funding is not a part of a district’s “general fund” but is considered “special revenue”.


The programs include:


  1. Title I-A Basic

  2. 1003g School Improvement

  3. Title I-C Migrant Education

  4. Title I Subpart D Neglected & Delinquent

  5. Title II-A Professional Development and Retention

  6. Title II-D Educational Technology

  7. Title III Limited English Proficiency (unfunded)


In order for a school and district to receive federal funding it must apply utilizing the NCLB Consolidated Application.  This application is the form in which districts describe programs it is planning to implement and personnel it is planning to hire or retain.  It is also where districts build budgets and complete budget narratives.  It is the blue print for instruction within a school district for that particular school year.


If a district and school(s) are “in improvement” status as defined by NCLB, each must complete a district improve plan and a school improvement plan before any program grants are awarded.
